Changes

* Fixed an issue on Consumer/Provider configured UTAs where users who had access to records on the consumer (or provider) UTA could see the records of the related provider (or consumer) UTA. Visibility of these records will now adhere to the '''UTA Security Matrix'''. For example, if an applicant had permission to see records in a Submission Manager UTA of which they were the owner AND they had access to the Consumers field of a Program Manager UTA, then they will now only see records of which they are the owner instead of seeing all records associated with the Program Manager UTA.
