40243 - Role Permission for Submit button

Added role and UTA permission settings to '''Submit buttons'''. This enhancement makes managing Submit buttons easier and eliminates visibiliy conditions.

If a Submit button is associated with both a role and UTA role, the UTA role will take precedence.

35842 - Assignment List View
