Why am I getting an Error 3, Empty page?

Q: When creating a UTA Registration page, I'm getting the following error message. Why is this happening?
#Error 3: Empty page, requested page is not activated or doesn't exist, please contact your system administrator.
A: This error is a result of not enabling the Level 2/3 Type Template page.
