====Added Hourly API Call Limit====

Added an API call limit per past hour. API calls in excess of 1000 per instance within the past hour will receive an error and will be blocked from using the API until the total API call count in the last hour drops below the limit. This limit can be overwritten if you are on a dedicated root server.
