Whenever a user is provided with Local User Administrator permission an e-mail is sent to all current Administrators to notify them of the new Local User Administrator. That e-mail can be disabled using this setting.
Note: A notification whenever a user is provided with Global User Administrator is also sent to all existing Global User Administrators. That e-mail cannot be disabled.
