When you create an organization via a signup page, you need to give them one or more categories. Typically, you would give an organization the category of "Grant Seeking Organization" or "External Reviewers".

The user signup page creates people in your system. Users created via a signup page typically login and do something in your system, such as applying for a grant or reviewing a grant application.
