Enhanced Security Mode

Secure mode is an option with Global Settings - Security that disables unsafe features that should not be used when dealing with highly security conscious clients (e.g. government agencies).
When this is secure mode is enabled it will:
- preset security settings and make these settings read only
- disable legacy application permissions and menu permissions
- changed all rich text fields to multi line text and remove ability to create/import new rich text fields
- prevent people from uploading files with extension "exe"
